The Polish electricity market is facing major changes related to decentralization, digitalization and decarbonization. They are announced by new, binding regulations of the EU "Clean Energy for All Europeans" package. One of the fastest changing areas will be distribution systems and the role of operators. DSOs will have to cope with the growing generation of variable energy sources, the growing role of prosumers and electrification of transport. All this will have to be followed by appropriate infrastructure investments. At the same time, however, all this costs money, which, with rising energy prices and the need to release them to households, may be a major challenge.

Therefore, we believe that this is the best time to address the issue of distribution tariffs in Poland. Forum Energii together with Regulatory Assistance Project are preparing a paper Cleaner, smarter, cheaper - Poland's future tariff design, which will determine the principles on which the future tariff system should be based in order to keep up with the revolutionary changes and new regulations on the market.

We would like to invite you to a joint discussion during the workshops, which will be conducted by Aleksandra Gawlikowska-Fyk from Forum Energii and Andreas Jahn, expert of Regulatory Assistance Project. The workshop will take place on Wednesday, 20 November in Warsaw (Central House of Technology, 50 Krucza Street, 1st floor, Science Room) from 13.30-16.30.

During the meeting we will present you the objectives of our report. Suggestions and opinions submitted during the meeting will be taken into account when preparing its final content. The participation in the workshops has already been confirmed by Director Adam Dobrowolski from the Energy Regulatory Office.

The workshops will be held in Polish and English, with translation.

The willingness to participate in the workshop should be submitted to Klaudia Wojciechowska (
